MantisBT 1.3.0-rc.1 Released
============================
This first 1.3.x release candidate has about 30 bug fixes and improvements ( https://www.mantisbt.org/bugs/changelog_page.php?version_id=245 ).  Some of the highlights include:
- API Tokens â Users can now generate API tokens to use when connecting via SOAP API rather than having to use their username and password
- Improved email notifications when an issue is unassigned or re-assigned
- Refreshed all dependencies
- Misc. bug fixes
